        "content": "For Section 70 of the principal Act, the following shall be substituted, namely:-\n\"70. Power of Registrar to direct payment of dues:-\nNotwithstanding anything contained in Chapter X the Registrar or such other person as may be authorised by him in this behalf may, on his own motion or on the written requisition of a registered society or an affiliating society or a financing bank for the recovery of any loan or any other demand due by a defaulting member, after making such enquiry as he deems fit, grant a Co-operative Demand Certificate for the recovery of the amount found to be due.\"",
